True dramatic glamour for ones eyes is more about mascara, eye/brow liners and tri-tone (three color) eyeshadowing that gets lighter as it reaches the brow-bone and outer eye.
As far as the eyeshadow color one might select to glamour it up a bit - choose colors that are based on YOUR skintone, eye color and hair color. Neutral looks good on all of us. If you have blue eyes and want to accentuate them, use deep brown colors. Green eyes? Use purples to pop those babies out! Brown eyes? Blue is the color for you!

apply a silvery gray e/s like MAC e/s in Silver Ring or Electra to your lid, up until the mid crease.
then apply a black shadow to the crease of your eye,using a windshield wiper motion with the crease brush [MAC 224 brush]
Apply some white shimmery e/s to browbone and in the inner corner
Line your top and bottom lashlines.

at the base of the lash use a small brush and put a narrow line in a med. brown and than in the crease use the same color of shadow and blend it toward the eyebrow, than take a cotton swab and use a light white or beige shadow just above the line you made above the lashes and than use that same light color just underneath the brow. blend it all together very carefully, make sure all the Shadow is not very heavy except the line next to your lashes. Play with it and practice until you get the look you want. It is very important you don't over do it ....keep it light and as natural as possible
use the right kind, put it on right.
look at makeup tutorials or go to mac or a makeup store and ask them how to put it on. they'll help you.
uhm you could do flicks with the eyeliner and something like glittery gold or black for eyeshadow
Do a dark smoker eye, or something along those lines.
