It depends on the intensity of the laser. A class IV laser could burn through your skin, and if you were to look directly into the beam... I doubt you would have eyes anymore. An example of a class IV laser are the CO2 lasers used for cutting steel in industrial plants.
If someone shone a laser pointer into your eyes, one second probably won't do you any damage. Your reflexes (and common sense) would compel you to look away before serious damage was done to your eyes. Basically it's like looking at a bright light. It's only temporary blindness. Prolonged exposure of coarse eventually show lasting affects.
