Try using blue eye makeup as this will reflect onto your eyes also if you really want then blue you can buy contec lenses

Not your eye but you can use blue eye liner. But if your eyes are brown then they wont look blue. You could get different colored contacts even if you dont need them for seeing, they have artificial ones :)
Almay has a line of eye makeup called ';Bring out the Blue';. It works really well. They have it for brown eye, green eyes and hazel eyes also.
